no cs is not included in the orange box,

The games in the orange box include:
Half Life 2 + Episodes 1 and 2
Portal
Team Fortress 2

Counterstrike is quite cheap on steam though at only

19.99 USD for the source version and 9.99 USD for 1.6 with condition zero.
